“Dear All,

Please find attached today’s weekly cumulative update of current COVID-19 precautions. Thanks to those associations that have provided us with updated reports, they are much appreciated, others will of course also be welcome.

Organising the repatriation of seafarers and the arrival of replacement crew remains an issue which continues to impact on the health and mental well-being of the 100,000 individuals concerned. Some of them are facing being away from home and family for a year. Unfortunately suicides amongst seafarers are increasing. The difficulties of arranging air and land transport are often exacerbated by the unhelpful attitude of some national authorities, for example when issuing border visas. In recent weeks we have asked all FONASBA member associations to join together with their ship owning and crewing colleagues to remind government departments that ships’ crews have been deemed to be key workers and allowing for their repatriation and subsequent is both vital to their own health and also to ensuring that shipping can continue to operate through the COVID pandemic.

A further reminder to officials would therefore be timely. In this respect we are attaching once again the guidance provided by IMO, and supported by FONASBA and other maritime sector organisations, which clearly states that Member States should “Grant professional seafarers and marine personnel any necessary and appropriate exemptions from national travel or movement restrictions in order to facilitate their joining or leaving ships”. Such exemptions should also apply to all seafarers, not just those of the country concerned. The authorities may also need reminding that these measures only apply to seafarers, are only temporary and normal visa and other immigration controls can be reintroduced once the pandemic is over.
