Dear All,

Some of you may recall a reference in the External Relations report to the Miami Council Meeting to the issue of corrupt practices impacting on preloading hold condition surveys in Argentinian grain ports. As reported at that meeting, this issue became the subject of a regional action by the Maritime Anti-Corruption Network (MACN) that was fully supported by our colleagues at Centro de Navegación, resulting in the introduction of robust and effective systems to ensure that hold inspections are fair, transparent, and carried out in accordance with clearly stated rules and procedures. Those procedures are set out in the attached guide developed by MACN in concert with Centro. Associations may wish to circulate the guide amongst those of their members that are involved in the export grain trade from Argentina.

Both MACN and Centro are to be congratulated on their actions in resolving this issue.

 Members will also recall that FONASBA is a member of the MACN cross-industry working group and supports its actions at IMO, where guidelines on combatting corruption in the maritime sector are presently under development.
