Dear All,
Members will recall our previous advices, most recently in Newsletter 52, regarding the introduction of the European Entry Exit System (EES), planned for 1st January 2022. As mentioned, this will provide a fully electronic biometric passport and visa verification procedure for all entries into the Schengen Area. It will also link to the European Travel Information and Authorisation System (ETIAS) that will provide visa-free access for certain third-country nationals, similar to the US ESTA programme.
ECASBA’s concern has been to ensure that seafarers travelling on
non-biometric Seafarer Identification Documents (Seamen’s Books/SID’s) issued
under International Labour Organisation Convention Clause 108 will continue to
be allowed to enter the Schengen Area after implementation of the EES. During a
recent meeting between European associations representing shipowners, ports,
ferry operators and agents with DG-HOME and DG-MOVE, it was confirmed that the
introduction of the EES would not impact on the procedures and provisions
included in the existing Schengen Visa Code (Reg. 2016/399) and therefore that
the special provisions related to seafarers, as well as “certain categories of
(other) persons” covered in paragraph 3 of Annex VII of the Code, copy
attached, would not change. Accordingly, seafarers holding SID’s issued under
Clause 108 (and the later Clause 185 biometric SID’s) will continue to be
allowed access to the Schengen Area by using those documents.
