Please find attached a circular letter issued by the IMO Secretariat regarding a survey open to all interested stakeholders with experience in the implementation, operation or use of MSW systems.

You are kindly invited to disseminate the survey as widely as possible among your stakeholders. Responses can be sent by 31 October 2026.

The IMO Secretariat has issued Circular Letter No. 5243, attached, concerning a survey on the implementation and use of Maritime Single Window (MSW) systems.

The survey is open to all stakeholders with experience in the implementation, operation, or use of MSW systems. Importantly for our sector, shipping agents are specifically identified by IMO among the stakeholder groups invited to participate, alongside shipowners and operators, port authorities, terminal operators, freight forwarders, customs and other relevant public and private entities.

The information collected will help the IMO Secretariat assess the level of implementation and use of MSW systems, identify common challenges and good practices, and better understand the experience of the different stakeholder groups using these systems.

We would therefore be grateful for your assistance in:

•completing the survey, where you or your organisation have relevant experience; and

•circulating the survey invitation as widely as possible within your national networks and among relevant stakeholders.

Responses are requested by 31 October 2026.

The IMO has confirmed that responses will be treated confidentially and analysed on an aggregated basis. The results and key findings will subsequently be reported to the IMO Facilitation Committee (FAL 51).

Your support in encouraging broad participation, particularly among shipping agents and other maritime stakeholders, would be greatly appreciated.
